Does the correlation of +0.56 and -0.56 indicate the same degree of clustering around the regression line?

Yes it does. One of the lines would have a positive slope, and the other a negative slope, but the scatter of the data would be the same.

Yes. The only difference is the direction of the regression line and clustering.
