Your monitor or PC is defective & dangerous to operate....especially if it is a CRT monitor as opposed to an LCD with uses much much less current.
Please do not wait for serious injury to occur ... there is a short circuit in the monitor & it has the potential to release enough current to kill someone. The capacitor in a CRT unit stores up to 15,000 volts of electricity.
THIS IS NOT A JOKE ... unplug it from the power outlet immeiately .. then either get it repaired ( which may not be worth it) or through it out.
FYI .. try the PC & the monitor somewhere else to be sure it is not your electrical wiring.

Despite what the electrician says, it sounds like your ground (earthing) might be messed up. It would do you well to replace the cord, they aren't expensive so why not play it safe?
If you are still having a problem, then that means there is severe damage in your computer's power supply. Replace it immediatly!!! These are also relatively cheap, so don't worry about expensive. Yes it could damage the CPU, and it could also harm you, even if the shock seems small. Replace it!

Any stray voltage should have been neutralized by your equipment ground. If you're getting shocked from the cabinet, then something's not grounded properly. Disconnect the peripherals (monitor, speakers, etc.) and see if you're still getting shocked.
You'll find it.
The other possibility it that you are statically charged and are getting zapped when you tough the cabinet or CPU. Careful about this because you can short out your computer if you statically discharge on your CPU.

Is it a constant BUZZ feeling or just a quick static electricity shock? The former could mean that pc is not grounded correctly, latter is normal and ok as long as u r not reaching inside case when it happens.

i used to have that problem. the earthing was restored and the problem disappeared. make sure the earthing is proper. is the electricity for your home with different phase.if not then check out the power supply of the computer.
