A friend - If you are both single you can have a party together and laugh about all the silly romantic couples. If you choose to get a gift you need to make sure that the meaning of the gift is clear. If this guy is your friend (only) and you have no intention of trying to make things romantic you may want to be careful about going overboard with hearts and mushy sayings. Something thoughtful, but not romantic would be a good idea.

A boyfriend - That would depend on how long you've been together, how serious you are, how old you are, how much money you want to spend...
A nice dinner is always nice, but I think that it's traditional for him to buy that. You could give him a sexy picture of you, or buy him something you know he's been wanting. (A new grill, that name brand item of clothing, a camera - it depends on your guy.)
