Get loads of pictures of him, his friends and his family, fun times out you have had together things like that, make him an album that he would be able to treasure for the rest of his life.
Alternatively, you can make these photos into a book, my brother did this for my mum and you could see the tears rolling down her cheeks. Its quite cheap and makes a truely memorable present, its really worth the time you put in. Seeing them smile is just the best!

Unfortunately I don't know how much it'll be in dollars or euro , but I can suggest you some of my ideas :) My brother 'll have birthday on 30 January and I wanted to buy him something special and memorable just like you. I searched for silver jewelry but all founded were simple bracelets :) And I bought him a very unique and rare book J.Amado What I'm talking about? Sorry ,so here are my suggestions: 1)You must buy him something what he likes ,needs or wants 2) It can be his favorite perfume , watches or beautiful bracelet Cause: when he'll use perfume he'll remember about you when he'll see what time is it he'll remember that you presented them - you know what I mean :) 3)just use your imagination and don't be greedy , cause 18 birthday is important anniversary! If you ask me, any birthday gift for Rs. 3,000/- should be something quite considerable. You can choose from a wide array of gifts - expensive shirt, tie, belt, wallet, ring, sun glass, wrist watch - anything you fancy and he likes. Or if he agrees, take him to a dinner for two in an upscale restaurant. Rs. 3,000/- will take care of the bill and a small gift thrown in as well.
