First off the question needs more detail, the scope here is far too broad. More to the point, are we strictly speaking about servers here, or does the strategy encompass all aspects of IT. Are you talking about VOIP/Voice, Data, Network, Servers, software, applications, desktops, mainframes, laptops, UNIX, Windows, and Buinsess processes. Those are all the "systems" in IT.
Going on the assumption that you are speaking about systems specifically servers... What type of IT systems strategy are you trying to develop, is this a long term overall plan for systems development and lfecycle management. Is this a short term plan to reduce operating cost. Is this a server consolidation project.
Is there a specific driving force for the creation of this IT systems strategy, or is this just the management "flavor of the month".
What is the budget for this project.
What is the impact of this project to the buisness.
What is the impact of this project to the employees/consumers/customers.
Is this a multi-year project.
How much pull does IT have with the buisness. Does the project have sponsorship from the high level executives.
The question "What are the steps an organisaiton may consider when creating an information systems strategy?" seems pretty simple, but I believe it's intentionally vague.
