both are the same.....beta particles are only emitted i guess whereas electrons are in the atoms.

An electron is one kind of beta particle. Positrons are beta particles too.

Technically, neither are characterized as such unless they are the result of beta decay and are emitted at high speed/energy by the radioactive isotope.

beta particle is a radiation which acts like electrons but it isnt electron itself.
