I have to disagree with the previous answer, sorry mate! I live in the Stansted area, and there are lots of lovely places around the airport. The villages of Thaxted and others in the area are really beautiful. Getting to them by public transport is difficult though.
Bishop's Stortford actually has a nice little town centre, with old buildings and some interesting small shops. Nothing to rave about, what nice to spend an hour wandering around.
The Stansted Express stops there two stops away from the airport, but be careful - trains only run once an hour between Stortford and the airport. Check the timetable before leaving the airport. The train ride is only about 10 mins from the airport.
Oh, and there's nothing wrong with Essex! Its a bit dismal around Harlow and Southend, but northern Essex is a lovely part of England. (Eg. Saffron Walden).

I have spent many a 3 hour period at Stansted Airport and I can tell you for sure that you're going to have a whale of a time during this stopover.
First and foremost, do not leave the premises of the airport itself. The region in which the Airport is situated is called Essex and must be avoided at all costs. England is quite a nice country and the green hills, farmland and allure of the medaevil town of Mountfitchet may lure you into a sense of false security and make you feel that a short trip to Bishops Stortford would be a good idea. Do not act upon this folly.
What you need to do is get yourself three packets of benson and hedges, using a crisp fifty pound note. Ask for the change in coins, this way you'll be able to play 5 games of air hockey in the amusement center before retiring to the Butlers Bar where you will find all sorts of interesting people who have either missed their connection or simply find themselves living in Essex and therefore, wisely, prefer to drink in an airport than a town.
Drink yourself into a stupor in the Butlers Bar and the three hours in Essex will literally fly by! No pun intended. Enjoy!

There really are endless possibilities but personally I would spend the first ten minutes finding an alternative means of transport. There are many. There is no need to wait for three hours at Stansted. There are buses, trains, taxis, hitch-hiking opportunities. Alternatively you could sit in the bar, get sh!t faced, and shag a random in the jacks.
