I got a 235 dollar fine and a 55 surcharge from the city of Albany? I think the 55 is not fair, I don't even know what is that. What would happen if I didn't pay for all of this since I don't live in NY anyway.

Most US states have an agreement with provinces. Depending on where you live, the fine may show up the next time you go to license your vehicle.

I believe there is a system in place allows NY and other states and provinces to get you no matter where you live. Best call MTO and ask about it before you find yourself under suspension.
