I have tried several different speed tests and never got that high. Of course I have shut down all other programs and sometimes put two or more programs on to ensure that both cores were being counted. Sometimes it is as low as 1G<. Other times it exceeds 2G, but very, very rarely. Any ideas?

I have the AMD 64x2 4600 processor on one of my PCs as well. In order to conserve energy & keep heat to a minimum this processor will only run at full speed when necessary.

I find this to be an excellent feature of the AMD X2 series of processors.
They call it : "Cool'n'Quiet technology".

How Cool'n'Quiet™ Technology Works :

Cool'n'Quiet technology works by reducing a system's clock speed and processor voltage when full processing power is not required. This reduces the demand on the power supply unit and allows the processor to run cooler and use a heatsink with a quieter fan.

You have AMD Cool'n'Quiet enabled. What it does is it reduces the clock speed when you dont need it. This will mean lower power consumption. Once you enter a game or an high demanding application, it will go to 2.4Ghz.
