Is that a disease or something? How can I cure that? Why does that happen?

I presume this is like a jelly like substance that is coating the legs.
It could be that the skin is irritated by the water quality. Too much ammonia or too high a PH can cause this. Increase the filtration and do a clean out and water change as soon as possible. If the symptons do not clear up within 48 hours consult a reptile vet.

This could be several things...

Normal shedding will look a little like a peeling sunburn- ragged flakes and flaps of almost clear tissue hanging around in weird places, mostly noticeable when it is dry.

Several kinds of infections manifest themselves by causing the legs to swell. There is usually some reddening going on as well. This could be a blood poisoning and usually needs a visit to a vet.

A layer of slime can be a simple mold or algae growth. Green algae is actually a good sign most of the time, but other colors, clear or black for example, usually point to problems with the daily cares or water quality.

I agree with the first poster, though I just want to clarify somthing... Is it the whole leg thats like tissue, or does it seem like bits of tissue clinging to the leg? If it's little bits clinging to it, he could just be shedding his skin, as will happen with reptiles periodically. I know it can look a little wierd, but it goes away in a day or two.
