yes.....but not in all cases. Health, Police, Army, Administrative, etc will have permanent staff. Only unimportant jobs like the typists, clerks,local security etc., are outsourced. This is the fashion of the day.
Politicians want to save the salary given to the govt. employees, by outsourcing, but, they themselves want to become ministers, Chairman of the Corporations etc., which are a big drain to the revenue of the state/central govt.
Only the poor / non influential people are the sufferers

like chucckles said it is a buzz word,, and are you outsourcing when you buy from walmart?? most of the products come from china
check the numbers on jobs outsourced in is extreamly small

There will still be a need for someone to hand you your burger, and stack the shelves at Mal-Wart , but even the checkout folk are being replaced by robots.
The Chinese have billions of excess people they want to burn off, by working in slave conditions till they burn out, and then they sell the organs.
Americans are too proud to accept such treatment, so it will be given to others until they aren't.
