It is more appropriate to estimate the exact small business by the budget which you can invest, the amount of time you want to work. At the starting block, what you need to understand is all businesses either satisfy customers' needs or greeds (er... if I may call it so.) So depending on this, you need to strategize the running of your business.

Look for ways to compensate your lack (?) of initial investment by strong planning and hard working.
Don't forget that many large corporations started off as home businesses but with a huge big vision.

You can either take what you did in the workforce and figure out how to turn those skills into a business. The other option is to turn what you like doing into a business. Exam: Like number crunching start a bookkeeping service. Like cooking start a catering company. Like crafting start selling your crafts or teach people how to make them for a small fee.

Unfortunately you'll probably get a bunch of wacko-jacko ideas from some of the guys in here. But here is a website where they give you several ideas arranged by the estimated initial investment needed for each. Bear in mind, I really don't know your strenghts or what you're already putting on the table...but I'm pretty sure you're likely to find at least ONE idea from the bunch.
