One has to remember that the English people are an "aging population" like many causcasian countries. They fought in two dreadful world wars. Many ot the English well remember the bombing of Britian ... the shortage of food... the shortage of necessary items because they were needed for the war effort. Things were strickly rationed and you had to have "ration tokens" to buy stuff. People had to make do and get along with little. . These difficult times left an indelible print on the British and they became very "careful" with their money which some people interpret as "being tight". I would say no to your question, but yes to it if it said "English people are careful, right?"

Oh yeah, we're that tight that we let anyone into our country and steal our jobs/houses!!
