Their is an electric eye that goes across at a level only your foot does when it crosses the line- the ball is much higher as it goes past. Also, the ball, even if it went as the same level as your foot, is going too fast to break the beam, which sets off the foul alarm.
Electric eyes are tripped when they are broken- in this case, by a foot, which is ground level.

Joey is absolutely right!
If you roll the ball from behind the eye, it will trip the foul light. However, when you throw the ball, it is above the light.

In the uk it doesnt but the shape of your foot is different to a ball and the weight difference and pressure is completely different
