go to start>run> type in msconfig, then go to the tab lable Startup.
By unchecking these entry's you can allow or not allow things from starting up. Most of the time by seeing there location you can determine what program they belong to. If your unsure do a search in a search engine for the file that running. You may want to print this out for reference before beginning.
Your description is vague, but it sounds like it could be one of two things, either Spyware/Adware/Malware/Viruses *or* there are too many programs in your Startup.
Let's check the Startup first.
Click START > PROGRAMS [or ALL PROGRAMS], and point at the STARTUP folder. See if there is anything in that folder; 99% of the time, you are best off if that folder is empty with the exception of Virus Scanning programs like McAfee, Symantec, Norton, etc. It is safe to right-click anything in the Startup folder and then choose DELETE. This will remove that shortcut, and therefore stop the application from loading when Windows loads.
Next, and this is a little more daunting, you can see the *other* things that are getting loaded when Windows starts, however I don't suggest you use this method unless you're very familiar with tinkering in the Windows operating system, as you could disable some necessary service that is required for your computer to operate normally, so proceed with caution on this one. Click START > RUN and in the box type "msconfig" without the quotes. Click the STARTUP tab [don't tinker with any other tab here] and scan the list. Look for items that you KNOW, such as YAHOO PAGER, MSN MESSENGER, QUICKTIME, ITUNES, JAVA UPDATE, ADOBE, WEATHERBUG, AOL, AIM, etc, and uncheck them. This will prevent them from loading at startup. If you do *not* recognize something, then don't alter it as it may be something crucial that is required for your system. Only uncheck items that you recognize that are programs you don't want to launch at startup. Click "OK" and you will be prompted to reboot the PC for the changes to take effect.
When the PC comes back up, it will warn you that you have used MSCONFIG to alter the Startup menu. Click the "OK" button or whatever it needs to close that warning message.
If this didn't fix your problem, and you instead think you have Spyware, Malware and the like, then I suggest you try utilizing some of the good, free applications that can help you out with this. I'd recommend at least two different, free, spyware removal programs, since by design they can't track down 100% of the bad stuff individually, and also a free antivirus program. Beyond that, I recommend running them at least once a week to keep your system clean and running as fast as possible.
The apps I recommend are:
Ad-Aware by Lavasoft
Spybot S&D
AVG Antivirus
All are available at download.com. Once there, do a search for "ad-aware", "spybot", and "avg", separately and without the quotes. The one you want to download will always be the first item under the large words that read SEARCH RESULTS MATCHING: and will have red and purple "ratings" stars near the name of the program.
Once downloaded and installed, allow each program to retrieve full updates before beginning the scan of your hard drive. The process can take 30 mins to 1 hr for each program, so be patient. Your reward is a healthy PC.
If you still have problems beyond using those free apps, I'd suggest downloading "Spyware Doctor", as it is capable of correcting damage from most malware, something the other apps cannot do. Spyware Dr will scan for free, but you must purchase to remove anything that it finds. I've bought this app yearly for 4 years now. It's that good.

Some great free software is CCleaner to clean clutter from your hard drive, Ad-Aware to remove spy ware, AVG for anti-virus protection, Pop Peeper for keeping track of multiple email addresses real time. All good free programs that can be found on download.com
Also, you can go into msconfig (start >> Run >> type msconfig, go to startup tab, uncheck undesirable programs) and get rid of programs that you don't need. Sometimes these are little spybot programs that cause pop ups. Make sure and be careful here though. Google the programs first to make sure you should remove them. Try these steps to get rid of spyware, junk, nasty pop ups and also speeds up your system. Good Luck.

You need to go to the options of all the applications that pop - up and turn of the log in at start up setting.
For example with MSN go to...
MSN options
General
Unclick the first box saying run when Windows starts
There is no one setting to stop them all poping up...
