Far too many to count,She has different hat for most functions that she attends,A lot of the hats that she wheres have been worn before but have been altered,It is a well known fact that the queen is very tight with money and hates waste,So she recycles a lot of her outfits.

She probably has lots of hats. I don't know what the symbolism of it is, but royal women always wear hats in public to big events. Maybe it's just a historical thing of wear a "crown" in front of the public to show your station , yeah that's probably it.
