I used to have it over 6000 kbps for download speed, i am happy with my speeds but is there a way to tweak my interst so it can go back to top speeds? (cable modem is : Scientific-Atlanta, Inc. By Comcast Cable)

Those speeds are typical of what I get with Time-Warner cable.
If you have already rebooted your cable modem and this hasn't helped.I would call the ISP and ask them.

The speed also depends on where a file being downloaded from. I just ran a test with the server in New York and my speed was 27000 Kb/s, and from California it was 6500 Kb/s. upload speed is constant at around 350 Kb/s. By the way, I'm also using Comcast.

Wait after 2 am then you will have more bandwidth for yourself.
