Most MBA programs require the following:
- A bachelor's degree or its equivalent (in any area so you're ok)
- GMAT scores
- TOEFL scores for non-native English speakers
- Statement of Purpose
- Possible essays
- Letters of Recommendation
- Financial Statement from international students

First of all best of luck with your civil engineering. I guess you are Indian, and therefore I will tell you about pursuing MBA anywhere in the world because I am also an Indian. The countries I would suggest you are India, USA.

India -- An obvious answer because it is your homeland, has good IIM's and also costs less (if price is also a concern)

USA- Because it has many good business schools.
But while choosing the best for you, choose the one which has better balance of the following things--
1) How prestigious/valuable is the program?
2) What are the total costs involved that would include everything?
3) Consider its location, for you might have your own needs on where it should be located in the USA?
4) The total time it would take -- I suppose it entirely depends on you, that how many courses can you take at a time without being overwhelmed.
