I assume that you are refering primarily to Eastern and Southeastern asians; Chinese/Japanese/Korean etc. The "small eyes" to which you refer are no smaller than those of a European, but may appear smaller due to a different folding of the eye lid. This is called an epicanthal fold, and is believed to potentially be an evolutionary adaptation to several things, including bright light, cold and dust.

This adaptation is not only found in eastern asia but is also found in Northern Europe (the Sami people of Scandinavia) as well as in North America (Inuit and other Native Americans).

So yes, there is a reason proposed for it.

You ask this question as if having small eyes is a problem. However, small eyes really don't have anything to do with impending the fitness of an individual, so the reason why your question is unfeasible is because evolution is driven by essential changes that increase fitness of an organism, small eyes don't decrease fitness, hence the answer is:
No. Evolution does not have a "solution" if you want to call it that.

It probably to do with sunlight, smaller eyes would absorb less light and there would be less sun damage to the eyes. However Asia is a massive continent and I don't believe you can say there is such a thing as a "typical asian"
