If someone has set up quota management, for instance at a job, then you need to talk to the administrator about the quota and will probably have to justify why you need more.

go to my computer
right click on desired drive
click properties
go to quota tab
viola

edit: you must have administrative/power-user access to do this

If you have your own PC, then all is yours. There won't be any quota.

Delete unnecessarily files. It will increase your disk space.
