The slates I have picked up from my garden have nail holes and also a large blob of white 'blu-tack' on each of them.

Is this normal, or should I suspect a botched job by my roofer?

It is pretty much normal. The nail holes are for allowing the slate to be nailed to the roof. Driving a nail through a piece of slate will nearly always break the slate. And the tack on the back is supposed to help hold them in place in the wind. Obviously it didn't work this time.

botch.

the only reason for any sealant or such like is if they are trying to pull water away from a verge - sometimes done in windy locations.

Never used to hold slates in place.

slates should have holes in for nails, and maybe use copper pins to hold down the bottom of artificial slates.

it means the slates have been off before the white is silicone ..the slates must have been damp when they put them back on they should have been held by lead tags .
