Its not necessary to have a direct link, but most schools have one for obvious reasons.

The others are under the watch of the caretaker by night and office staff during the day. So the school is always under watch.
Most business have them too, but like schools, not all.

Its not law that they have them. Just advisable.

Afraid not. It is something that schools have to pay for through an alarm or security firm & many are not as it is a cost saving. We all know that Government keep pushing & tightening budgets & this is one of the good things that has had to be abandoned to save money as it can not be 'measured' as a benefit to a childs education so central government classes it as a 'luxury' - not an esential & so ignore it when deciding on how small a budget to alow for schools.

In the US, no. They either go to the front office (who would call 9-1-1) or to a private alarm company.

I thought that was the situation for all public buildings along with fire drills
