Mehrauli is actually a whole town that has now got absorbed into New Delhi. Like any town some parts are residencial and some commercial. Will depend on the exact place/complex in Mehrauli you are looking at to determine whether it is legal or not.

Yes Mehrauli is a legal place of residence. Basant Kunj, a famous DDA Housing Complex is part of Mehrauli. If you want to rent out acomodation, no legality is involved because such a thing is the responsibility if the landlord. But if you intend to purchase something, you have to confirm that the particular place is authorised by DDA or not.

No, Mehrauli is not New Delhi, it is a historic town, where Qutub Minar is there not a leagal place to reside.
