Well every country,including the ones you mention(Britain,Netherlands,Sweden and India)have strict quarantine laws.These are for the protection of the host countries population.You would be very unhappy if you or one of your family/friends caught a serious desease,because your govt allowed people into the country without these safeguards.
People from most countries can settle in the country of thier choice legally.Provided they meet stringent guidelines
