The security gates in our community frequently malfunction leaving residents "locked out" of their community. The H.O.A. claims they have no responsibility to their members pertaining to access to their property.

If that is their position, hire a gate repairman, divide the bill between the residents, and subtract that amount from your HOA fees for that year! Simple. Then, at your next meeting, make a motion that the HOA is responsible for the maintenance of the things you want them to fix or repair, or keep in good repair. You have all the power as residents. What does your HOA contract specify??You pay fees right? You can fix this by becoming a united group against the HOA. If this doesn't work, I would contact a real estate attorney and get some advice.
