You can delete all the temporary files in your "C:" drive then try to create virtual memory in other drives as well.

For this select "My Computer" right click and select properties it will open system properties dialogue box and then select last tab "Advanced", you will see Performance options button click on the button, it will take you to the virtual memory option, select change and then it will show the current setting and then select some other partition and set virtual memory on the selected drive.

Hope this will solve your problem.

Uninstall all programs not being used in add/remove programs, delete all temp files (like running disk cleanup), and run adaware or spybot to clean up any spyware. And you cannot decrease virtual memory, you don't have enough ram to do that.
And why do you have Server 2003 on a computer with such low specs? That usually needs 2gb of ram alone. You really should be using XP on that.

Get the Windows cd with u
Now, insert ur cd,restart ur pc, press del, goto advanced bios features, goto first boot device and select it as cdrom
press f10 ,press y and exit
Now, it will detect the cd and will start installing the windows again.
While installing it will show u the disk drives with their disk spaces.
Delete the unwanted drive or the one having a good amount of capacity say 20GB.
Now create the partition on it.
Now install the windows again in the disk space made empty.
This will help u get more space for ur windows.
