Not for a dedicated holiday.
Remember it is a very small place, once you have done the coach trip around the rock, visited the caves, had your snacks stolen by the apes and been shopping there is little else to do.
The rock is overpopulated and very crowded, and there are many restaurants, but most serve poor quality food.
Also the inhabitants seem to be not too welcoming of visitors.
Prices in the shops are very cheap, but because of the British, Spanish dispute over ownership of Gibraltar, goods brought there may be subjected to tax or confiscation when returning to Mainland Spain.
So it would be OK as a cruise stop or to spend a couple of days as part of a Spanish holiday, but I cannot recommend it as a solo holiday destination.
Why not book a week on the coast near Gib' and do a day trip there.
Fuengiorola is nice, just twenty minutes from Malaga airport, not as intense as Marbella but a decent beach, friendly and close enough for a good trip to Gib.

We always go to Spain at least once a year and take a day trip to Gib which I love but not sure there would be enough there to do for me for a week. Gib is only very small with only one main street. If you go to Spain fly to Malaga and stay Benalmadina or Fuengarolia you can get cheap day trips to Gib just for shopping or include a trip up the rock to see the Caves and the apes which is a must. Gib is also quite expensive I think except for Ciggies, you can bring a 200 carton back with you whether you are flying back to the UK or going back into Spain. Some branded spirits arent a bad price but again can be bought in spain

Depending on what you like in your holiday. There is the barren rock with the pesky monkeys at the top and there are a few restaurants with nice ambiance. Other than there isn't much.

is ok i suppose, not really that much to do though, you can see it all in 2/3 days, is an ideal cruise destination for this reason.
