The article in the British Medical Journal (link below) makes interesting reading. Yours is a difficult question to answer, because the most important thing that comes to mind is the provision of first class care for the sick in the community, so that means enough first class doctors, surgeons and nurses; understaffing has certainly been a problem. The hospitals themselves, however, need to be of a high standard in order to complement that care, so money needs to be spent on new equipment and the maintenance and improvement of existing buildings. And, with a larger elderly population, more buildings (and more staff) will be required. All these require support staff, eg., cleaners, etc. The list goes on and on, but the spending needs to be carefully managed by the various Health Authorities and I think they have a very difficult job. They've got too may managers, doing meaningless jobs and even if you asked any of these managers, they wouldn't be able to give you a clue what they are supposed to be doing. Too many chiefs not enough monkeys! What should they spend the money on? Getting rid of these useless employees and hire more doctors, nurses, make treatments more readily available and just make improvements in general.

They spend it on health care. Sometimes they get it right, sometimes they don't. That's what it should always be spent on, that's why I pay my contributions. I think it would be wrong if it were spent on maintaining roads, that's what the Roads budget is for. If you want more detail, then ask the question under the Politics section!

They spend a lot of money generally on temporary staff - I think they should spend it on permanent staff and improve salaries - it would still be less than what they pay for temporary people.
