That's like asking what kind of car is the best.

Each of them had different missions (and with Janeway, different priorities: she had to keep her crew together without the aid of Starfleet AND get everyone home from 70,000 light years away)and lived in different times.

Archer had to have the sense of wonder and exploration, as his was the virgin flight to the stars, even before Starfleet was an idea. He had to be explorer and ambassador. Kirk had to keep things in order, now that most of the major races and species had been discovered, and was less ambassador and more enforcer. Picard inherited a United Federation of Planets that had been firmly established and was more ambassador and social worker (with the exception of the Borg, of course). And as stated before, Janeway kinda got screwed: being propelled tens of thousands of light years away, and for all intents and purposes: alone.

Each brought something different to the table, and if one were to try to interchange them, would change the outcomes of the stories they were in, dramatically.

Picard. James T Kirk used to be the best until Picard came along.

Jean-luc Picard was in a whole other class than any of the others - you could really believe he was a starship captain just as much you could imagine him as a captain on a vessel in the royal navy, well educated, intelligent, intuitive and in command.

piccard was a far more developed charicter than kirk. janeway was over acted and i phuquen hate scott baccula oh and you forgot Ben cisco I liked him but piccard was the bench Mark for comanders . God Im as pathetic as the rest of ya !

J.T. was the original so he always has a place in our hearts but piccard brought a certain class to the act. you can chalk that up to the difference in the actors and writing though.
