Start with a wet Brillo Pad (not a cheap imitation). Dry and then go over it with Solvol Autosolve chrome polish following the instructions on the tube. Finally finish off with Duraglit and a dry lint free cloth. If the bumpers don't respond to this then it's a re-chrome job.

Daft question "Do you live in the country?" if you do have you noticed how shiny the ploughs are one old guy said a muddy paste of soil & water would clean chrome. This would still require elbow grease but its environmentaly friendly and its FREE

try a microfibre cloth, they dont require chemicals or water, and leave chrome and glass flawless, but you have to rub the cloth either left to right or up and down, not in circles.

They are fantastic for in between polishes with you car too, and environmentaly friendly, low cost and no need for expensive chemicals.
