Probably 'hit and try'. It may signify that one keeps attempting to achieve something by repeated effort at random, with limited knowlege of how to succeed.

This may be a peculiarly British phrase. I think it's comparable to the American saying, 'trial and error' meaning to try different approaches to solving a problem with the expectation that many of them will fail before you hit the right one.
