My sister in-law was a Leap Year baby. She celebrates Feburary 28th. I do believe though that some celebrate March 1st.

About 6 hours after 12am on the first of March.
Each year is 365.25 days long. Every four days the calendar lags by one day so its added in February.

I'm putting my money on March 1st. :) They're technically born the day after February 28th, so some years that would be the 29th, and some years would be the 1st.
