What the whole thing about and why did they use that instead of the Treaty of Versailles?

The Treaty of Versailles included the provisions that created the League of Nations, which the isolationist Republicans refused to even consider joining.

Essentially the seperate peace is similar to the Treaty of Versailles without any requirement of the US to continue to be involved in Europe, or that the US be forced to go along with any decisions made by the various bodies created by that treaty (such as the Reparations Committee).

The result is that the US got all the parts of the original treaty that it liked, without the responsibilities that the Republicans didn't want to deal with.
