Your are quite correct with the exception of the colors are Blue and Green.
Blue is for Protestant and Green is for Catholic.
This saying has been adapted many times in the past and the origins are lost in time.

I'm gonna have to go for Ireland too. I heard that when I was a kid but without the bit that says "except upon an Irish queen"

My great grandmother used to use expressions like that...she had rhymes for the colors of brides' dresses i.e.

Marry in red and wish you were dead
Marry in green and you'll never be seen
Marry in blue and your love is true
Marry in white and your future is bright

She was of Dutch origin; however, my great-grandfather was of Irish decent; and, he may have shared such with her to entertain her.

Rose are red
Violet are blue
Angels in heaven
Know I am true

If you see a frog in a tree...
pull it's tail and think of me!

Its a seafaring saying. Red & Green are the colour of the port and starboard navigation lights on a ship. If you can see them both there is a good chance the ship is heading straight for you.

I know it as a saying related to fashion. Very unfashionable together, and difficult to match or complement, better to avoid mixing the two. "Blue AND Green, should never be seen".
