I'm reading Genealogy of Morals, 3rd Essay 13-14 and I can't seem to understand what he is talking about. Can someone explain to me in plain English what he is talking about?

The reason you can't understand Nietzsche is because he was a very BAD writer. It wasn't because he was such an intellectual genius and so superior to us that we could never understand what he was saying! It was because he wrote in long, convoluted sentences and paragraphs that defied interpretation. If he'd been a good writer he would have written his ideas down in such a way that they could have been understood by those to whom he wished to express his ideas.
Find a book written by someone who has done the laborious job of trying to figure out what he was trying to say and set it down by the book you are trying to read and then compare the two. That is probably the only way you are ever really going to know what he was writing about.
