Wow it could be anything?
Do any other USB devices work on your PC?
Could be a bad USB controller if no other devices work.
You can check the registry. Click Start - Run - type regedit and hit enter.
Browse to HKEY Local Machine/System/Current Control Set/Enum/USB look for devices like "Unknown USB device" and delete those
Unplug all other USB devices from your PC and then just plug in your USB drive.
Good luck!

Check the OS you are using... Usually all Windows OS's upwards Windows 98 do not require a driver ....
Still if your PC is not detecting the USB drive then install the drivers from the CD you got with the drive.

People with Win 98 sometimes do face problems with their USB devices(specially USB pen drives)

If all this doesn't solve this issue then it is most certainly an issue with your computer's hardware, check it out.

If your computer has an AMD CPU, and Viatech USB Host Controllers; changing the USB Host Controller drivers to standard or generic drivers, may work. Sometimes, putting a line in config.sys, helps. ie. "lastdrive=m"

Don't edit the registry file, if you want to delete device drivers, use the System Properties-Device manager.

You got Win98?

If you've got win98Se then you need a device driver loaded for the drive. One should have come with it.

Do any other thumb drives work on your PC? Is it possible that your USB ports are turned off in the bios? Is it possible the USB ports in your PC are unwired?
