Brain Dead is seriously funny. The only film I know of with a Kung Fu vicar who "Kicks Ass for the Lord". The zombie chopping lawn mower is great too.
If in doubt fall back on the Bruce Campbell Evil dead films, these are just hilarious.

"Dead Alive" is. I agree with the bald gentleman. Also, if you want to find a real schlocky horror movie, check out 'Bad Taste.' It's not so much scary as it's a low-budget film by Peter Jackson (who directed Dead Alive and of course, Lord of the Rings & King Kong.) It's a personal favorite of mine.
The lines are classic.

'Idle Hands' with a young Devon Sawa and Seth Green, it tries so hard to be scary but it's just stoopidly funny! Devon plays a lazy guy who just gets stoned and masterbates all day, then one of his hands takes on a life of its own (he chops it off at one point) but it starts running around like the Adamms family hand thing killing people.....soooo funny!!
