It is good that you want to improve your English. However, it is easier for you to join a college course in English, as an interaction with the teacher greatly helps in learning both the written and spoken language - this is true for any language.
There are also a large number of books on learning English. If there is a British Consulate or British Council branch in your country, you can check with them about good books on teach yourself English.
You can also browse the internet for sites that help in learning English. Almost all good English newspapers have an on line edition and you can try out the good ones for reading, so that you get to improve your vocabulary. Get hold of a good English dictionary too for reference, or check meanings with Yahoo Dictionary or www.dictionary.com to get the proper meaning of English words.
If your local library has any books on English, borrow some of them and read. Practice writing essays in English too and get them corrected by someone who knows English better.
These steps would perhaps make your learning process faster than by having an English-knowing pen pal.
Simultaneously, try to make friends with people who know English in your town and see if you can converse with them in English. Someone would always be found to help you in this, so that your English speaking skills are also improved. Maybe you can teach them your language in return!

I spoken to several people who wanted to learn English and they listen to radio and TV. Since you have a computer, you should be able to plug into the internet and listen English on radio far more than you could email an on line pen pal. You can then email and perfect your skills.
