You definately want to have a static IP address. People can access your website by simply typing in your IP if you don't want to worry about getting a domain name.

If you do get a domain name you will need to buy it from a host that allows static IP's. Not all domain hosts do this. A good one to check out is http://dnsexit.com/ another one is http://www.no-ip.com/

Once you have decided on your domain name and have it pointed to your IP address you will need to run server software on your computer to host your website. A really easy to configure server software is MiniPortal: http://instantservers.com/miniportal.html

MiniPortal has many tutorials showing you step by step how to set up your server and load your files for your website.

Good luck...

First make sure that your ISP allows this and isn't going to cancel or sue you for breaking their AUP. Some ISP's are more strict on enforcing a no server rule than others. You need a static IP.
Most importantly, make sure that the machine is secure.

Well without some type of webserver running you cant. Standard Windows XP Home dont have that option unless you get Pro or you can get an Apache type webserver which is fairly easy to setup at http://www.devside.net or other site. But you need a webserver program to allow you to do so. Plus there are hundreds of free web page site you can send your stuff to also. geocites is one.
