I fill the three dish container and the water drains down untill a certain level. Do i refill this thing? Do i just let it dry up? Could my seeds be bad, they seem fresh but i know they are at least two years in the bag

The smaller the seeds, the more likely they are dead. Beans should be fine.

The best luck I've had is in using dark glass jars and a piece of old nylon stocking for a lid. Put a few tablespoons of seed into the jar, add luke warm water and let them soak for ........well, until the seeds swell. Then drain them completely through the nylon stocking lid. Shake a few times. Then set the jar in a dark area (I kept my under the counter). Every day add luke warm water, swish around and drain, shaking off the excess. Return to warm area. When to size for use, transfer to refrigerator, keep in one of those sprout plastic boxes and use quickly. Good idea to wash sprouts daily as well.

Sorry, I haven't used the 3 tier dish so don't know where you are having trouble.
