I have a wmv file, 107 kbps, screen reso 320*240. How to view it full screen on TV with high quality images?

When I burn it on a cd to make a VCD, the image becomes blurred....

the problem is the
quality of your original wmv file is horrible

if you need to burn a show to CD to make a VCD
try looking for a HIGHER quality WMV
the standard sizes of DivX are 640x480 resolution and 900kbits or so

so i'd say that don't worry about bitrate, but look for a higher resolution file, (generally high resolution = good bitrate)
