You TELL the parents you are going to marry their daughter,in a respectful way. Ask someone at the court house about the paperwork.

go to the parents and ask for her hand in marriage.the license is easy simply go to the court house fill out the paper work than wherever you decide to get married they will fill the missing spaces and send it to the local court house in that area.

just be a man and ask them. your girl wont wont to isolate them, so you must ask them. even if they say no, they know you are at least man enough to risk it.
I cant see them being worried about it, unless you are poor, and cant offer their daughter a way out.
