A theory (e.g. the theory of relativity or the theory of evolution) is a concise concept/idea that has substantial scientific evidence to support it but not enough evidence to prove it absolutely true.
A law is a concept that has been proven absolutely true with no known exceptions (e.g. the law of gravity).

Law genarally means that it must be followed
theory is that whats been proved by us and made think that this is th e way it suppose to be.
