I think your question is neat. Philosophically, we want to help people feel safe and secure. We wish them the best. Wishing is hoping, dreaming and relaying that you care to someone is especially nice. I think we all want to be cared for, and when others wish us the best, it makes us feel good about ourselves and happy that the other person gave us this "gift."

I don"t believe you"d make a wish unless this person was going thru some type of crisis.We all need support to get through those times/tribulations whatever it may be . It helps to know that
people care. Makes the world a better place to live in.!!

1)I consider the person (to whom I speak out my wishes) very close to me and share my wishes to him.
2) To get his comments to modify or drop my wishes if the comments are unfavourable and detrimental to my well being.
3) If the wishes are noble and very beneficial in some way, I want to pass on the benefit to my best friends to whom i would like to share my wishes.
4)If some help is required for the fulfilment of the wish,it is told to others so that they are able to extend necessary help if possible .
5) To improve the quality of our wishes( and thoughts) with the opinion of the well wishers by sharing our wishes with them.

Depends on what you mean. If for example you saw a falling star and wished on it...or maybe you blew your bday candles and made a wish...or even with a chicken or turkey wish bone, and if you tell anyone what you wished for, then your wish won't come true...that's what people say, but I haven't tested it. It's what comes to my mind with this question.
