I would just get a scrub brush with some dish soap of fabric cleaner and scrubb them down. Then wipe down with a wet cloth. *

OK ,, i know the greatest stuff to clean them ,,, it is called (FAST ORANGE) hand cleaner , safe on the fabrics and so easy to use , squirt it onto a stiff nylon brush and work it into the seatbelt,,, wipe dry after scrubbing,,, rinse with a water bottle if you like ,,, also work GREAT on carpet and furnishings. you can get it at your local auto parts store.

I use Crazy Clean that I bought for 3 bucks from an auto detailer, go to a dealership and ask the detail shop guys, they will never steer you wrong!

You can buy at the store these carpet cleaner like stuff but for your car and it has this hard brisles(sp?) on them and you spray the foam and scrubb the seatbelt like you would the carpet or your car seats.
