perhaps he wants you to be the aggressor, the one who initiates sex? tell him how hot he is, rub him with his clothes on, tell him how much better he would look with them off, help him remove them, lay him down, u on top, start kissing him and work your way..............

Basically, he's trying to say that he wants you to be more demanding...on top of things [sorry about the pun :P] and more powerful when it comes to...relations. To fulfill his request I would say that you demand when you two are going to make love, how you're going to do it...be the one who initiates what and where. This will not only boost your confidence to do more with him, but your sex drive as well.
Try something new as well. There are a lot of books on sex ideas, so I'm sure you can find something. :)
