Does the mail have to be delivered before a certain time? I wait for really important documents sometimes, and never recieve them until much later. Sometimes the mail is dropped off at 9pm. Can the postal workers work like this, or should I complain to the post office?

Yeah, complain to your postmaster, especially if it's disrupting your business. You should be able to count on a consistent time of day for delivery of your mail, unless there's a problem that prevents it from happening.

As an old mail carrier I can tell you that the system changed over the years mainly due to cost cutting measures that were thought to improve the system and cut costs at the same time. What was fine in theory doesn't work out all that well in practice. They shunt people around too much and where the old mail carrier carried the same route day after day for years on end, you might have a half-dozen part time people doing the same route. Best solution but will cost you is to get a Post Office box. Usually the first class mail ends up there in the morning, at least it does locally.

If there is a high volume of mail it may take longer for the post office to sort it. Rain, snow, and other inclimate weather may delay the postman; as well as packages for other patrons.
