Alcohol abuse can be genetically linked and children of alcoholics are at risk for the disease. The laziness and violence are completely nurtured by their environment i.e. unstable home, lazy parents, hanging out with the wrong crowd etc etc.

Neither.
You get the same statistics from American Indians or Australian Aborigines as you would from Gulag Russians.
Take away someones lifestyle, exclude him and then tell him he's worthless and see the change.
Some aggressive behaviour may be attributed in some instances and situations to culturally accepted practises, but these are rare in comparison and should be excluded from the issue.
Not being motivated to join the rat race when culturally you used to have freedom and support, should be taken into account for some of the people you are probably referring to.
When I personally think of the traits you list, I think of redneck America, and there they are Caucasian like me (though it embarrasses me to admit it), yet I suspect that it is not Caucasians you were referring to.
It may also interest you to know that virtually all immigrants work longer hours, accept abuse without retaliation and do not drink. Where I live for instance, of nearly 1 million non-citizens perhaps 1% came specifically for criminal gain. They are lazy, do drink and get very violent. The other 99% have never broken a law in their life, and work very hard. These statistics are better than the local populations.

It's entirely possible, at least in terms of alcohol abuse since it(alcoholism) is a disease. I read once that Native American people are far more susceptible to the effects of alcohol compared to other races. Violence tends to be more socio-economic than anything. And I have met way too many lazy people from all walks of life to say it's genetic.

Every race, color, creed has a fair share of all those kinds of people in their midst. It is not an exclusive domain of one set of people.
Why so? It is purely an environmental factor. Social strata. Exposure to opportunities. All this takes money. If the family does not have money, then the poor children do not get exposure to all the good things this world has to offer. They retrogade. It is not genetics.
Everyone in higher rung of ladder has an obligation to help those who are unfortunate enough to be relegated to the condemned group of the society. It is a moral obligation that everyone must commit to.

No, I dont think so. I think it depends on how and where you are brought up.
For example, take a white baby and let it grow up in the ghetto, more likely it will be a gangster. A black baby in upper class whites, it will most likely be a snob. It just so happens that black child is born to black parents who live in a ghetto and is most likely to pick the lifestyle up and so it happens for a white kid born richer.
Try to observe whites who've grown up in the ghetto and blacks who have grown up in the so called decent neighborhoods and see how they behave. Then you might see it is not inborn behavior, but the way they grew up.

No ethnic group is disposed towards any type of behavior genetically but culture is present wherever there are people however genetic mutations occur in all races. In other words, the things you have mentioned and many more good and bad happen to anybody in any part of the world sometimes because of culture and sometimes because of genetics.

Sorry, but answering this one honestly, even with statistics to back it up, would only result in me being banned or at the very least, having my mailbox full of bogus "abuse reports".

Neither. It's a lazy, biased & simplistic concept. Some PHYSIOLOGICAL traits appear to be ethnic/racial, but behaviour is NOT.
