If you feel like your current home is shabby and not to your personal standards; then yes move. However, could you find a place that is nice, yet slightly cheaper. $1150 is almost half of your monthly income, and that's a lot considering you will also have to pay for utilities, food for yourself and your baby; as well as other expenses. It seems that your expenses could be well over half of your month's income and that's not good. You should have some money left over at the end of the month in case of an emergency.
Get a new place, but look for someplace less expensive.

The ability to afford the $300 difference is something only you would know. If you can afford it, I suggest that instead of moving, put that money in a savings account to buy a place of your own someday and talk to the owner of the place your in about making changes. Be nice about it and explain that you would like fresh coats of paint and new light fixtures or you will have to move because you want a better home for your child. Landlords don't want tenants to move because they loose money while it is empty. If you can do the painting and installation of new fixtures you are more likely to have the owners agree with you.
New paint and light fixtures will make this place look newer and would go a long way as far as your visual comfort is concerned.
A plus to a newer house is that it is probably easier on the heating bill during winter but it leaves you stuck in the rental game.

I would be concerned with the levels of lead paint in a house that old unless you know the history of it! I would move just on that fact alone. It will cost more to heat because of the insulation is probably needing replaced etc, I could go on but you get the idea. Just move to a better place it will be worth it and you won't have as many worries. Good Luck!

Yes, definitely. It would be expensive, but it's worth it. If you stay in an old house for too long, there might be damage and restoration things you would have to fix, and that would be REALLY expensive.
