It means the sky in that direction has a lot more particles in it than usual and as the sun is setting the light is being refracted so that the longer wavelengths of the light (reds and oranges) get through the particles more than the higher end (purples and blues) so this makes it appear orange and red.

funny these old sayings but this one kinda holds true.

generally the weather will be good the next day with a red sky at night. And generally the weather will be poor if the sky is red in the morning.
